She's Mr. Leichliter's old love.

When Leichliter looks at a picture locket of Betty as a little girl, it's similar to Helga's picture locket of Arnold. At the end of this episode before the set collapses, she is seen as an adult. When Betty was a kid she looked almost like Lila Sawyer only she didn’t have her hair in braided pigtails and didn’t have freckles on her face.
