The episode starts off with Harold rattling a stick on a metal fence of an old lady's house. The old lady tells Harold to stop (without saying please). Harold tells her she isn't the boss of him, tells she's a mean old lady and she dumps water on him telling him he needs to learn manners. Later Harold sees Arnold and the other kids play kickball and mocks them if they're playing a wussy kickball game and says he would never play if they asked him. Arnold suggests if they invite Harold but Sid (despite being one of Harold's best friends in other episodes) says he is the meanest bully ever (which is not true as Wolfgang and others are worse), Rhonda calling him a slob, and Gerald also calling him a bully. Harold sees and hears everything and is disappointment wondering why they didn't ask and saying he would have played despite what he said earlier. Then realizing he is mean and angrily hurts his head with his hands. He throws rocks at a trash can. A meow is heard in the can and Harold is scared. Arnold helps him figure out what is in the can. They find out it is a cat. Despite his initial reluctance and dislike to cat Arnold gets Harold to hold the cat while he looks in the can for a name tag. Harold sees the cat looks like a cupcake and the former warms up to the latter. Arnold decides to take the cat home (even though there is a no pets sign in his house), but Harold decides to take the cat home while Arnold makes flyers. Harold realizing, he has to take care of the cat remembers that he is hungry and ends up calling the cat Cupcake since the cat looks like one. Talking to Cupcake thinking that the cat has no friends which Harold relates to. His Mom knocks on the door reminding Harold he has to clean up after the cat's accidents. Which Harold angrily agrees and starts telling the cat it's just the two of them. Meanwhile Arnold makes flyers of found chocolate colored cat. Harold plays with Cupcake takes him to the zoo, cleans up after the feline, shares ice cream allows the cat to sleep on his head while in bed.

The two goes on a playground merry-go-round and Arnold comes to remind Harold that Cupcake will eventually be reunited with his real owner. Harold buys Cupcake cat toys with money stolen from second graders telling the cat his worth and then remembers Arnold put up angerly tears down the signs because he doesn't want Cupcake to return to his rightful owner. The old lady whom Harold feuded with originally comes to Arnold's house asking if he is the nice boy who found her cat. Harold celebrates his and Cupcake's one week anniversary when they met with a cupcake. Arnold calls Harold telling him Cupcake's owner came to his house and that they're coming back for the cat and understands it is hard for Harold to return the cat. Harold says he is Cupcake's real own and is refused to let them take Cupcake back. He tells the old lady not to worry and that Harold will come to his senses when they get to Harold's house. The lady says Thirsten (Cupcake) is her only friend. Harold locks his front door with a sign that says "Keep Out. Cupcake isn't here". Harold then sees the old lady again and the two briefly feud. Arnold warns Harold that things could get worse if Cupcake isn't returned but Harold doesn't care. Many people in the neighborhood arrive and then Harold's Parents. His dad asks what is happening and his mom demands the disguising creature leaves and to unlock the doors. Harold says the is named Cupcake and isn't gross. His Dad tells him otherwise. The cops then come, much to Harold's Parents dismay and Officer orders him through a megaphone to come out with Cupcake. Arnold then shouts through the megaphone to return it. The lady cries and remembers the times she and Thirsten (Cupcake) had since he so small he could fit on her hands. Harold tells Cupcake (Thirsten) there is enough food to last three weeks and not to worry. Then animal control through a helicopter tells Harold to come out with the cat and his hands up. Harold says can't do both. Then tells Harold to put his right hand up and the cat in his left hand even though the cat is in Harold's right hand. So, the control officer tries to tell him to the opposite which confuses Harold. Arnold climbs into Harold's room and convinces Harold that if he really loves Cupcake, he will do what's best for the cat returning it to his rightful owner whom the cat knew since he was a kitten. Harold then comes out and gives Cupcake to the lady as well as the toys he bought the cat. The lady thanks him but the two still think lowly of each other, nonetheless she apologizes to Harold and agrees to let Him play with the cat if he promises not to steal Thirsten then they go home. The next day Park, Rhonda, and Sid praise Harold's good deed and realize he isn't so bad and decide to ask him to play with them, but maybe for another day.
